Cieľom DNS je umožniť verejnému obstarávateľovi flexibilné zadávanie zákaziek v súlade so zákonom o verejnom obstarávaní podľa svojich reálnych potrieb, t.j. v čase a rozsahu, ktorý mu je známy.
