Das ISEK Hillerheide, welches 2015 im Auftrag der Stadt Recklinghausen erarbeitet und vom Rat beschlossen wurde, definiert die folgenden fünf Leitprojekte zur Entwicklung des Stadtteils Hillerheide: 1. "Zukunftskonzept ehemalige Trabrennbahn" 2. "Städtebauliche Integration Blitzkuhlenstraße" 3. "Attraktive Mitte Gertrudisplatz" 4. "Stadtteilleben - Vorhandenes ergänzen und vernetzen" 5. "Energetische Quartierssanierung" Im Rahmen der Umsetzung des städtebaulichen Konzeptes (Leitprojekt 1) "Wohnen am Wasser" auf dem ca. 34 ha großen Ge-lände der ehemaligen Trabrennbahn ist entlang der Autobahn A2 der Bau einer ca. 250 m langen und ca. 7 m hohen Lärmschutzwand vorgesehen, da die bestehende Lärmschutzwand an der A2 sowie der errichtete Lärmschutzwall nicht ausreicht, um den Lärmschutz für das neu geplante Wohngebiet zu gewährleisten. Insbesondere ist der Bereich der Kleingartenanlage (KGA) in diesem Bereich relevant. Die bestehende Lärmschutzwand der Autobahn GmbH (ehemals Straßen.NRW) reicht nur bis ca. 3,5 m über Geländeoberkante (bezogen auf die BAB 2), weshalb der erforderliche Lärmschutz für das Wohngebiet nicht sichergestellt ist.
