Mit dieser Vergabe wird ein Auftragnehmer beauftragt, der zur Vorbereitung für die oben genannte Maßnahme im ersten Schritt die funktionale Leistungsbeschreibung für die Beauftragung eines Totalunternehmers (TU) für die Leistungsbilder: - Elektro-Starkstrom - Elektro-IT - Verkehrsanlagen - Ingenieurbauwerke erstellt. Sobald der Totalunternehmer beauftragt wird, ist im zweiten Schritt die Qualitätssicherung während der laufenden Baumaßnahme vom Planungsbüro zu übernehmen. Dem Auftragnehmer ist bekannt, dass durch diesen Vertragsschluss eine Beauftragung in einem anschließenden Vertrag zur Leistungserstellung ausgeschlossen ist.
