Het project betreft het realiseren van een operationele kazerne ten behoeve van Defensie en meer specifiek het Korps Mariniers. Het project wordt middels een DBFMO-overeenkomst gecontracteerd. Deze DBFMO-overeenkomst omvat in hoofdzaak het ontwerpen, bouwen, leveren van facilitaire diensten, leveren van middelen, leveren van voorzieningen, onderhouden en financieren van de kazerne. De kazerne wordt gerealiseerd op het terrein van de bestaande Defensielocatie Kamp Nieuw-Milligen, adres Meervelderweg 19 te Uddel gemeente Apeldoorn. Het programma van de marinierskazerne bestaat uit 6 clusters: werken, logistiek, MARSOF, wonen, sport en operationeel. Het totale programma bestaat uit circa 130.000m² gebouw, circa 35.000m² functioneel terrein, circa 115.000 m² parkeervoorziening en een gedeelte 'kazerne algemeen' met clusteronafhankelijke ruimten. Deze getallen zijn slechts indicatief en in grote mate afhankelijk van de uiteindelijke vertaling van de functionele eisen in een ruimtelijk ontwerp. Het Korps bestaat momenteel uit circa 3.000 mariniers. In Nieuw-Milligen worden circa 2.254 personen gestationeerd. Het project betreft nieuwbouw op de bestaande Defensielocatie Kamp Nieuw-Milligen. Indien functioneel mogelijk zullen er naast de bestaande waardevolle boom- en wegstructuren en een 4-tal gebouwen behouden blijven.
