Het betreft een omvangrijke en gefaseerde gebiedsontwikkeling waarin zowel nieuwbouw, grootschalige renovatie als bestaande bouw wordt aangesloten op een duurzaam 5de generatie warmte-koudenet. In Bijlage 1 - Lijst van projecten bevat een overzicht van de verschillende projecten per perceel. Bijlage 2 beschrijft het energieconcept en de twee percelen. De totale scope wordt in fasen ontwikkeld, ontworpen en gerealiseerd. Inclusief Beheer en onderhoud conform het beheer- en onderhoudsplan, inclusief correctief onderhoud, voor een minimale periode van 15 jaar. Optioneel: verlenging met 15 jaar, zie ook Sectie 2.6.
