Er umfasst insbesondere Leistungen des Betriebs, der Instandhaltung, der Erneuerung, der Energieeffizienzsteigerung und der Schadens- und Störungsbeseitigung zu rund 13.500 Lichtpunkten sowie auf besondere Aufforderung des Rück- und Umbaus, der Änderung und Versetzung sowie des Neubaus. Die Auftragnehmerin schuldet der Stadt den Beleuchtungserfolg durch Lichtlieferung; die dafür benötigte und verwendete elektrische Energie stellt die Stadt auf eigene Rechnung (Kosten des Energiebezugs und Energienebenkosten) der Auftragnehmerin bei.
