Despite comprehensive national commitment to children and pupils' learning environment, there is still a stable number of pupils in primary and secondary schools who report being bullied at school. The Norwegian Directorate of Education and Training administers the scheme for county bully ombudsman, which was implemented in 2017. The aim of this scheme is to contribute to children and pupils being safeguarded their rights to a safe and good nursery and school environment.
