Les offres doivent intégrer toutes les prestations ordinaires des phases 21, 31, 32, 33, 41, 52 et 53 nécessaires pour la planification générale, l’architecture, l’ingénierie civile et l’ingénierie CVCSE et selon les normes SIA 102, 103, 108, au minimum les prestations énoncées dans le cahier des charges technique annexé. En cas de réalisation avec des prestataires individuels, les appels d’offres doivent être établis en conformité avec la législation sur les marchés publics.
