Matrikel 3b ejes af bygherre, som selv varetager alle jordbundsrelaterede arbejder, herunder udgravning, planering samt etablering af sandpude og øvrige nødvendige jord- og sandarbejder.Bygningen udføres som en stålrammehal med terrændæk i de indvendige arealer, der omfatter tavlerum, toilet- og kontorfaciliteter samt kontrolrum.
