KfW is the leading financing agency, and the bidding process will be governed by the KfW Guidelines for Procurement of Goods, Works and associated Services in Financial Cooperation with Partner Countries (Document version January 2019, 3rd update from July 2024). The Project Executing Agency (PEA) of the Communal Infrastructure Program (CIP) II, Phase 3 – Republic of Armenia is the Armenian Territorial Development Fund (ATDF).
