Разглежданият участък от бул. “Ген. М. Д. Скобелев“ е от бул. "Хр. Ботев" до начало на тунела и от начало на тунела до бул. „Витоша“ (над тунелна инфраструктура). Предвижда се преместване на трасето на трамваите – то ще стане надземно и ще минава върху новоизградена стоманобетонова конструкция. Съществуващият релсов път до начало тунел съответно ще бъде демонтиран. За обекта има изготвен идеен инвестиционен проект, приет на експертен технически съвет през май 2022 година. Изготвено е обследване на покривната плоча на тунел „НДК“ през 2021г. Новото решение за трамвайното трасе по бул. “Ген. М. Д. Скобелев“ е с обща дължина 430 м. Участъкът обхваща трасето от бул. „Хр. Ботев“ до бул. „Витоша“. Реконструираният участък е проектиран за нов трамваен релсов път на работна ширина 1009мм и междуосие - 3.00м. Строежът е втора група (строежи от транспортната инфраструктура), трета категория.
