Er wordt uitgegaan van een kwalitatieve (woon)ontwikkeling, inclusief gerealiseerd aandeel sociaal wonen, met een (minstens gedeeltelijke) levendige plint. Het gaat voor de Stad om de belangrijke herontwikkeling van een ingangspoort tot het stadscentrum, een zichtlocatie. Het ontwerp dient de doelstelling van een markant kopgebouw (landmark) langsheen de kruising van Parklaan en Koningin Astridlaan in te passen binnen de stedelijke context. Het project dient te worden vertaald in een toegangspoort naar het stadscentrum van Sint-Niklaas.
