De opdrachtgever heeft een toetsende en beslissende rol, terwijl de adviseur en architect bewaken dat het Definitief Ontwerp en de functionele eisen intact blijven; de opdrachtnemer draagt tijdens de realisatie de ontwerpverantwoordelijkheid en is eindverantwoordelijk voor een succesvolle uitvoering.
