V. m. § 45 SGB III ist die Heranführung der Teilnehmenden an den Ausbildungs- und Arbeitsmarkt sowie Feststellung, Verringerung oder Beseitigung von Vermittlungshemmnissen und Stabilisierung einer Beschäftigungsaufnahme. Angesichts der komplexen Problemlagen wohnungsloser Leistungsberechtigter stehen vor einer unmittelbaren beruflichen Eingliederung zunächst die Stabilisierung der Lebensverhältnisse sowie die Förderung der Beschäftigungsfähigkeit im Vordergrund. Die Maßnahme zielt darauf ab, Teilnehmende schrittweise an den Ausbildungs- und Arbeitsmarkt heranzuführen und individuelle Vermittlungshemmnisse abzubauen. Im Rahmen der Maßnahme sind Unterstützungsangebote bereitzustellen, die sowohl soziale als auch arbeitsmarktbezogene Aspekte berücksichtigen.
