Частичното изменение на ОУПО Русе се налага от настъпили промени в обществено-икономическите условия свързани както с възникнали нови инвестицонни инициативи, които ще решат някои нови инфраструктурни и теренни проблеми, констатирани при прилагането на действащия план, така и във връзка с привличане на нови инвеститори в зоната около АМ „Русе-Велико Търново“. С изменението следва да се изменят части от устройствени зони, за които предвижданията не съответстват на фактическото ползване на имотите. Част от промените предвиждат изменение на строителните граници на бул. „Гоце Делчев“, с оглед цялостното му изграждане като такъв, изменение на строителните граници за с. Червена вода и с.
