In dit model worden overheden zelf eigenaar van de laadobjecten en nemen zij, via OVEF, de regie over realisatie, beheer en exploitatie. Dit biedt meer flexibiliteit, directe communicatie met uitvoerende partijen en betere mogelijkheden om beleid te koppelen aan uitvoering, bijvoorbeeld door inzet van lokaal opgewekte duurzame energie, dan het concessiemodel.
