The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. Framework agreements shall be signed for winter maintenance which consists of a fixed part (stand-by allowance) and a variable part (snow clearing, gritting etc.).
