Acordul-cadru a fost ales ca modalitate de atribuire pornind de la faptul că în achiziţionarea produselor ce fac obiectul prezentei proceduri de achiziţie, trebuie avut în vedere un minim şi un maxim al cantităţilor ce urmează a se achiziţiona, în funcţie de numărul persoanelor bolnave custodiate de Penitenciarul Arad şi de patologia acestora.
