Das Vorhaben ist Teil des Nationalen Innovations- und Technologiezentrums Wasserstoff (ITZ) und dient dem Technologietransfer von Forschung in industrielle Anwendungen sowie der Bereitstellung von Test-, Prüf- und Entwicklungsinfrastruktur für wirtschaftliche und nichtwirtschaftliche Nutzer. Gegenstand dieser Ausschreibung sind die stufenweise Beauftragung von Planungsleistungen für die Objektplanung Gebäude und Innenräume für den Neubau einer Wasserstofftesthalle mit Nebengebäude, Außentestflächen und Außenanlagen (§§ 33 ff. HOAI iVm Anlage 10.1). Diese Ausschreibung beinhaltet auch untergeordnete Freianlagenplanungsleistungen (entsprechend § 39 HOAI i.V.m. Anlage 11 HOAI), die als Besondere Leistung geschuldet sind. Die Aufteilung der einzeln abrufbaren Leistungsstufen gliedern sich in Stufe 1= Leistungsphasen 1 bis 3, Stufe 2 = Leistungsphase 4, Stufe 3 = Leistungsphase 5, Stufe 4 = Leistungsphasen 6 bis 7, Stufe 5 = Leistungsphase 8 und Stufe 6 = Leistungsphase 9.
