Zum Leistungsumfang gehören Planung und Bau des Neubaus einschließlich des Herrichtens der Außenanlagen sowie die Erbringung der Wartungsleistungen innerhalb der verlängerten Gewährleistungsfristen. Die Leistungen werden als Gesamtvergabe an einen Totalunternehmer-/-übernehmer (in Anlehnung an ein ÖPP-Inhabermodell ohne Endfinanzierung) im Verhandlungsverfahren mit Teilnahmewettbewerb vergeben. Die Vergütung der Planungs- und Bauleistungen erfolgt abweichend von der VOB/B während der Bauzeit über Abschlagszahlungen zu festgelegten Meilensteinen.
