Les projets sont confiés progressivement au SICECO par délégation de maîtrise d'ouvrage des communes/EPCI adhérents du SICECO une fois l'opportunité ou la faisabilité validée, ainsi que dans certains cas une étude de structure. Le besoin à couvrir correspond à plusieurs phases énumérées ci-après : - Phase 1 - Développement des centrales photovoltaïques (stade « prêt à construire ») : validation de la solution technique adaptée (phase 1a) et autorisations (phase 1b), - Phase 2 - Construction des centrales photovoltaïques : préparation, réalisation des travaux jusqu'à la mise en service incluse des installations.
