Dazu sollen Fördermittel des Landes Mecklenburg-Vorpommern zur Anwendung kommen. Um die Förderung beantragen sowie die Sanierungsmaßnahmen erfolgreich durchführen zu können, sind Planungsleistungen nach HOAI Stufe 1 bis 3 erforderlich. Die Ausschreibung LOS 1 richtet sich an Architektenbüros mit Erfahrungen mindestens in der Honorarzone 4. Alle am Projekt beteiligten Planungsbüros wie Statiker, TGA-, Brandschutz- und Wärmeschutz-Planer sollen durch das in Los 1 ausgeschriebenen Architektenbüro koordinieren werden. Ziel ist nach Beendigung der Leistungsphasen 1 bis 3 eine belastbare Entwurfsplanung einschließlich einer detaillierten Kostenübersicht.
