Das Verfahren SteuBel (Steuerliche Beleglesung) ermöglicht, die bei den Finanzämtern in Papier-form eingehenden Dokumente (z.B. Steuererklärungen) einzuscannen, die ausgelesenen Daten digital aufzubereiten und die Erklärungsdaten den Bearbeitern der Finanzämter zur Veranlagung des Steuerfalls digital zur Verfügung zu stellen. Die Höhe der Personalausstattung mit internem Personal der Finanzverwaltung ist an der Grundlast für Baden-Württemberg ausgerichtet. Darüberhinausgehender Personalbedarf soll über externes Scanpersonal (Arbeitnehmerüberlassung) abgedeckt werden. Ein struktureller Mengensprung im Bereich der sog.
