The estimated total value of procurements conducted under the DPS during its validity period is approximately EUR 40 million (excluding VAT). The DPS will be used to procure expertise for international development cooperation projects, technical assistance assignments, advisory services, capacity building initiatives, studies, evaluations and other expert services implemented globally. Assignments may be funded by, among others, the European Union, the Ministry for Foreign Affairs of Finland, development finance institutions and other international cooperation partners. The DPS is divided into the following categories: 1. Digital Transformation, Data, Artificial Intelligence & Cybersecurity 2. Governance, Public Sector Development & Capacity Building 3. Innovation, Investment Readiness & Technical Assistance 4. Communications, Media, Creative & Visibility Services The DPS is open to suppliers from Finland and internationally. Suppliers may apply to one or several categories and, once admitted, will have the opportunity to participate in mini-competitions launched throughout the DPS period 2026–2030.
