Terwijl een deel van het gebouw wordt verbouwd, blijven andere delen beschikbaar voor zittingen, overleggen, kantoorwerk en andere noodzakelijke activiteiten. De directievoering en het toezicht zijn erop gericht dat de werkzaamheden goed verlopen, de hinder voor gebruikers van het gebouw, omwonenden en andere betrokkenen in de omgeving zo veel mogelijk wordt beperkt en kwaliteit, budget, veiligheid en planning van het project worden gewaarborgd.
