Um die Umleiterverkehre, die während der 5-monatigen Totalsperrung der Strecke 1120 (Lübeck – Hamburg) erwartet werden, auf der Strecke 1121 aufnehmen zu können, muss eine Blockoptimierung auf der Gesamtstrecke durchgeführt werden. Dazu kommt eine Dammertüchtigung inkl. Oberbauerneuerung mit PSS und mehrere Stützwände und Durchlässe sind zu erneuern.
