For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. - The Ministry of Planning and National Development of Somaliland now invites sealed bids from eligible bidders for the “Construction of Hafir , Sand Dams and Shalow Well in Il-carmo, Karin Shabeel, Badenbad, Bali-hiile and Fiqi-Aden, Somaliland (5 LOTs)” As below: ### LOTS DESCRIPTION OF WORK PROVINCE ### STATE ### INTENDED CONTRACT COMPLETION PERIOD - Lot 1 Construction of Hafir Dam in Il-Carmo ### Togdheer Somaliland 12 Months - Lot 2 Construction of Hafir Dam in Karin-Shabeel Maroodi-jeeh Somaliland 12 Months - Lot 3 Construction of shallow well and associated civil works infrastructure in Badanbad ### Awdal Somaliland 12 Months - Lot 4 Construction of Hafir Dam in Bali-Hiile ### Togdheer Somaliland 12 Months - Lot 5 Construction of Sand Dam in Fiqi-Aden ### Awdal Somaliland 12 Months - Bids will be evaluated Lot wise. The contract(s) will be awarded to the Bidder offering the lowest evaluated cost to the Employer for the respective Lot, subject to the selected Bidder meeting the required qualification criteria as the case may be. Bidders can apply for one or more Lots. However, the lowest evaluated responsive bidder may be awarded a maximum of two lots. The Employer reserves the right to determine which lots will be awarded, considering the geographic proximity of the sites. - Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations, - Interested eligible Bidders may obtain further information from the Ministry of Planning and National Development, Hargeisa, Somaliland through email: and copy to: , Somaliland, and inspect the bidding documents during office hours 09:00 to 16:00 hours, Hargeisa , Somaliland local time, from Saturday to Thursday, exclusive of public holidays, at the address given below.
