For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. The Ministry of National Education Directorate General for Innovation and Education Technologies (DGIET) now invites sealed Bids from eligible Bidders for procurement of 50,000 Interactive Boards to be installed in classrooms in schools. The list of provinces, and the schools for each province, and the number of computers per each school are provided in the RFB document. The period, including the delivery and installation of the Goods at the respective schools, shall be 270 calendar days following the signing of the Contract. This period shall comprise 90 calendar days for conducting four separate partial acceptance inspections of the final Goods and 180 days for the delivery and installation of the Goods at the schools by the Supplier. Margin of preference will not be applied. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s February 2025 version of “Procurement Regulations for IPF Borrowers” (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from Turkish Ministry of National Education Directorate General for Innovation and Education Technologies, Dr. Bilgehan Özbaylanl, over and inspect the bidding document during office hours (09:00 to 18:00) at the address given below. The Bidding Document in English may be purchased by interested Bidders upon submission of a written application to the address indicated below and payment of a non-refundable fee of Turkish Lira 5,000 (Five thousand). The method of payment will be direct deposit to the Purchaser’s bank account specified below. A copy of the payment receipt should be attached with the written application. At the bidder’s choice, (i) a hard copy of the bidding document can be collected by the bidder from the Purchaser’s office at the address provided below, or (ii) it can be sent by the Purchaser to the bidder through email as an attachment file in PDF format. The written application must clearly state the applicant’s proposed modality for obtaining the bidding document. Bids must be delivered to the address below on or before November 17, 2026 at 10:30 am. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on November 17, 2026 at 11:00 am. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening. The amount of Bid Security required to accompany all bids is: USD 500,000 or equivalent. If the bid security is provided in another currency, for purpose of the bid evaluation the Purchaser will convert to USD using the selling exchange rate published by the Turkish Central Bank on the business day falling 14 days prior to the bid submission deadline date. Please note that the Bid Security should be enclosed in the inner envelope containing the Technical Part of the Bid (not in the Financial Part of the bid), otherwise the bid may be rejected. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. This procurement is not subject to Public Procurement Law No. 4734.
