The TA Project will help to: (a) strengthen technical, environmental, and social aspects of the Rogun hydropower plant construction project (Rogun HPP Project); (b) develop the commercial framework of the Rogun HPP Project; and (c) strengthen the institutional capacity of the Project Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan Rogun (Rogun PMG), which is the implementing entity for Rogun HPP Project. ### Main objectives of the assignment The Consultant will be responsible for the following tasks: together with other E&S staff, they will prepare Environmental and Social Management Plans (ESMPs) for all selected resettlement sites and DFZ’s infrastructure facilities (construction and/or renovation works). The ESMP will be prepared in Tajik and Russian and will be translated into English to ensure full understanding by stakeholders. The Terms of Reference for the assignment can be found at the following link: [docs.google.com](https://docs.google.com/document/d/1u6E7HJw65P7Pm_KFLbyjGoDeigdp0F0z/edit?usp=sharing&ouid=106350143139932323844&rtpof=true&sd=true) Qualification Requirements and Experience: University Degree or equivalent in social sciences (anthropology, sociology, political economy, social development, gender studies, cadastre or other related fields); At least three (3) years of proven experience in monitoring social development, including gender issues in development projects; Understanding of the World Bank’s environmental and social standards and social development approaches, knowledge of the relevant rules and procedures of the Republic of Tajikistan; Experience of interaction with social institutions in Tajikistan and awareness of their activities, especially in the areas of stakeholder/citizen engagement, social protection, social inclusion and gender issues, as well as their role in governance issues at the central, regional, district and local levels; Good command of the Tajik and Russian languages, including report writing skills; Fluency in English is preferred; Strong computer skills (MS Office). An individual Consultant shall be selected following Open Competitive Selection of Individual Consultants in accordance with Section VI, paragraphs, 7.36 and 7.37 of “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”).
