In response, the Government of Thailand has identified congestion charging as a key policy tool to reduce traffic demand, lower emissions, and promote more sustainable urban mobility. The Office of Transport and Traffic Policy and Planning (OTP), under the Ministry of Transport, is seeking a qualified supplier to support the next phase of this flagship initiative. Building on extensive feasibility studies and policy development work delivered under the Thailand-UK PACT programme, this assignment will focus on bridging the gap between policy design and implementation. The selected supplier will provide expert legislative analysis and drafting support to translate the existing congestion charge policy into a legally viable and implementation-ready framework. This work will play a critical role in preparing the policy for formal government consideration and advancing implementation targeted for 2029-2030.
