This will set out Ofgem's methodology for assessing ED3 costs proposed by Distribution Network Operators (DNOs). Ofgem requires the support of a supplier to provide expert input drawing upon their extensive experience of working on cost assessment in previous price controls, including ED2. This will be particularly valuable to inform the business plan guidance, cost benefit analysis, business plan data templates and strategic input to the development of modelling approaches.
