Whilst Network Rail are providing design advice services and the commission therefore constitutes a public procurement, they are the sole provider of the service the Council requires and the contract to procure the service must therefore be a direct award to Network Rail. Network Rail are required to review and approve documentation prepared by the demolition contractor as asset owner prior to any works being undertaken.
