This protocol establishes clear criteria, responsibilities, and procedures for activating emergency accommodation for rough sleepers between 1 November and 31 March each year. Central Bedfordshire Council is seeking to procure capacity from a provider organisation, towards the operation of its SWEP protocol, during winter 2025-26. Prospective providers are invited to tell us what service they could deliver, for an anticipated budget of around £70k.
