The value is below of Public Contracts Regulations 2015 thresholds and further spend needs a compliant route to continue using this as an option. The arrangement as agreed by previous senior managers has a logic sense and provided best value for the services the PTT need to delivery. However, the arrangement was not fully documented or a formal contract/agreement in place to note this arrangement.
