These authorities have a duty to promote and implement energy efficiency measures under various national and local schemes aimed at reducing carbon emissions and lowering energy costs for residents. The main purpose of this procurement is to facilitate Energy Efficiency measures through a Dynamic Purchasing System (DPS). This system is designed to support local authorities and their partners in accessing energy-efficient products, works, and services. It aims to enhance the energy performance of buildings, contributing to broader environmental and economic objectives such as carbon reduction, economic revitalisation, and public health improvement. The DPS will cover a comprehensive range of energy efficiency categories, allowing for flexible and cost-effective procurement processes that align with available funding streams, including the Warm Homes Local Grant, Local Authority Delivery scheme, the Home Upgrade Grant, and the Energy Company Obligation. This approach enables the continuous improvement of energy efficiency, ensuring that public sector bodies can respond dynamically to emerging needs and opportunities in the energy sector.
