Criteria can change for each project. Suppliers can be expected to have to recruit in 'hard to reach' demographics (i.e. people who we can't access easily through databases/panels etc.) for example ethnicity, access needs, assistive tech, low digital confidence, low literacy levels, non GOV.UK users, people who have English as a second language, under 18s years old.
