[More contracts for small businesses and VCSEs](https://tendernation.io/opportunities/for-small-businesses) ## About this tender This Notice relates to publication of call-down contract under Lot 11 of Global Development Delivery (GDD) Framework that requires a service provider or a consortium of service providers ("Supplier") provide technical expertise to Bangladesh Bank and the Government of Bangladesh to advise on and implement the tasks listed below through this contract (henceforth referred to as 'Legal Reform'). The project is time sensitive and requires rapid mobilisation, deployment of experts and execution. This contract is part of FCDO's Transformative Economic Policy Programme - Bangladesh (TEPP). The supplier will be responsible for the following outputs and deliverables: - Rapid needs assessment based on consultation with senior management of Bangladesh Bank, FCDO and other stakeholders - Advisory report outlining options on central bank independence with recommendations tailored to the Bangladesh context. - Quality assurance and drafting advice for new legislation for an independent central bank. - Advisory report on the formation and operation of independent monetary policy and financial stability committees of the central bank. - Advisory report on strengthening governance processes and reforming accountability mechanisms of Bangladesh Bank. - Developing a prioritised implementation plan for reforming Bangladesh Bank's internal structures, processes and systems identifying activities and deliverables for two phases: with phase one to be completed by 2025 and phase two by 2026. - Provide support for change management and internal communication for a smooth transition. - Execution and completion of phase one with a smooth transition to the new management structure and organogram with minimal disruption. - Future state design: a modern, fit for purpose human resource and talent management strategy, policies and processes; management processes that promotes accountability, collaboration and efficiency with clear roles and responsibilities.
