The report will: • Build an understanding of the scale of SEND need in the early years. • Set out how the early education and childcare system currently functions to provide inclusive education and special educational needs and disability support. • Consider the challenges in the system which prevent children and their families in the early years from getting the support they require. • Outline potential solutions to these challenges with recommendations for local and national government and partners.
