OPRED is responsible for regulating environmental and decommissioning activity for offshore oil and gas operations, including carbon capture and storage on the UK continental shelf (UKCS). OPRED wishes to contract the services of an independent specialist contractor for the Offshore Oil and Gas sector that has a wide sectoral exposure to EU ETS and UK ETS, and with specific experience of undertaking the ALC review process outside the offshore oil and gas sector. This is an approach that has already successfully been adopted by other UK ETS regulators. The contractor will be required to undertake some atmospheric specialist work to carry out an independent review of Activity Level Change Reports (ALC) for determining 2024 free allowances and a new entrant reserve (NER) application for a free allocation. In addition, the contractor will be required to provide a piece of independent specialist advice on carbon leakage changes during the allocation period which will be used to inform OPRED's current policy on implementation of such changes.
