Devon County and Torbay Council's wish to commission a Supplier to deliver the highest quality services for the provision of needles, syringes and other injecting paraphernalia to the Local Authority-commissioned needle exchange providers in Devon and Torbay, (predominantly pharmacies, but also include specialist treatment services, local homeless hostels and custody suites).
