Poor connectivity by public transport to locations where jobs are concentrated, especially where employment growth is driven by significant out of town retail and distribution centres is also a challenge. Although the pandemic has not generated the high levels of unemployment initially expected, there are groups disproportionately impacted including younger workers, the low paid and, some Black and Minority Ethnic (BAME) groups, and those with disabilities or health conditions. Moreover, there is evidence that jobs in some sectors including retail, hospitality and leisure remain below pre-pandemic levels despite the national boom in vacancies, with displaced workers moving into unemployment or inactivity rather than growing sectors such as health and social care. This indicates a skill mismatch which may be further exacerbated by changes in working patterns as a shift towards more hybrid forms of working penalise some without the space, access to technology or digital skills to embrace new opportunities.
