The aim of this scoping study is to develop a methodology to enable TPG to understand the implications of recommending the use of mesoscopic models for the appraisal of medium sized infrastructure improvement schemes. This scoping study is required to enable National Highways to gain an understanding of the capabilities of mesoscopic models and to ensure that the scope for the next piece of research is as comprehensive as possible, to enable TPG to understand the implications of using mesoscopic models for scheme appraisal.
