The plan will entail carrying out suitable desktop study of existing research and engagement activities with relevant stakeholders as well as evaluation of project reports produced by the following three successful local authorities (LAs): 1. Birmingham City Council 2. Bolsover District Council 3. East Lindsey District Council. The Plan will cover procurement and frameworks, access to funding for SMEs, local skills needs, training infrastructure and provision. Plan should also provide a blueprint for scale-up.
