This relates specifically to a small group of people from either one of the home nations, crown dependencies or the Republic of Ireland who are currently placed within English Mental Health hospitals. Providers and ICBs are facing significant barriers to discharge planning and have been unable to identify responsible professionals in other countries (as detailed above). This has resulted in long delays when people are ready for discharge or the service is closing and a lack of clarity around escalation routes to raise concerns around quality of care.
