Statutory requirements of the Council in part addressed by this specification includes but is not limited to, the Child Poverty Act, Children Act, 1989, 2004 and 2006, Children and Families Bill, Localism Act 2011 (The Right to Challenge), Public Services (Social Value) Act 2012 and the Equality Act 2010. The Local Authority must consider if a young person is a child in need or at risk of harm under the 1989 Children Act and 2004 Children Act and it has a duty to provide a range of services to support them to ensure safety and a reasonable standard of health and development.
