When implemented, MLPA will deliver a new LPA service with a digital channel for making and registering an LPA as well as a paper alternative for those who cannot, or will not, use the digital channel. Identity verification for the donor and certificate provider are intended to strengthen safeguards in the modernised system when combined with other measures. Identity checking is thus one important element of MLPA. OPG does not have the specialisms to deliver this work that was an outcome of the Alpha stage as identified by a digital sociologist and the team.
