HMRC Road Fuel Testing Units are involved in the seizure and transportation of hydrocarbon oils, which are classed as dangerous goods. European law requires that organisations transporting such goods appoint a DGSA to advise on and monitor the organisations activities in this regard. HMRC has certain exemptions granted by the Health & Safety Executive that also require the appointment of a DGSA. HMRC are obliged to comply with these requirements and, as this is a specialist service, do not have the required expertise in-house.
