The approach should address how the availability of brood management could have affected an observed increase in hen harrier populations, for example if the attitudes and/or behaviours towards nests, adult birds, or tagged birds had changed, or if something else had driven the observations. The project should investigate the role of a range of factors including brood management, law enforcement, tagging and monitoring, and the availability of other management techniques including diversionary feeding.
