BCT in this instance is representing Dudley Metropolitan Borough Council (DMBC). BCT, formed of transportation officers from Dudley, Sandwell and Walsall Metropolitan Borough Councils and City of Wolverhampton Council, is a collaborative organisation which develops transportation projects across the Black Country region.
