We have a requirement for a consultancy to (i) undertake a participative design process with a selected group of Ofcom colleagues to (ii) develop bespoke project processes and systems/tools (the 'Agile policy process and toolkit') that improve the responsiveness and efficiency of our policy development, embed Ofcom's new 'Agile' leadership behaviours and set the standard for how Ofcom runs policy projects in future.
